June 2009 Council develops a schedule, process and work plan for developing 2011-2012 groundfish catch specifications and management measures.
July - Aug 2009
Impact analysis planning: outline a preliminary draft NEPA document, assign tasks, establish analytical framework.
September 2009
NMFS/Council staffs conduct internal scoping to identify potential effects of the proposed action in order to determine whether to prepare an EIS or EA.
Sep-Oct 2009
NMFS publishes Notice of Intent (NOI) in the Federal Register.
Oct 2009
The Groundfish Management Team (GMT), Council staff, and Northwest Regional staff of NMFS meet in Seattle to review new stock assessments and rebuilding analyses and draft a recommended range of 2011-2012 groundfish catch specifications (OFL, ABC, ACL and preliminary AMs).
Nov 2009-Mar 2010
The GMT, Council staff, and agency staff develop preliminary impact analyses based on the range of OFLs, ABCs and ACLs and guidance on management measures.
Nov 2009-Apr 2009
Constituent meeting opportunity: obtain input on final OFLs, ABCs, ACLs, management measures.
Mar 2010
Preliminary impact analysis: Council/agency staff complete preliminary impact analysis for inclusion in the April briefing book. This will include basic components of the NEPA analysis.
Apr 2010
April Council meeting: Adopt final 2011-2012 catch specifications (OFLs, ABCs, and ACLs).
Apr-Jun 2010
Opportunity for state and tribal agencies to hold constituent meetings to obtain input on a final preferred alternative of management measures.
Jun 2010
Council final action on 2011-2012 groundfish catch specifications
Jun-Dec 2010
Complete NEPA analysis, which is submitted to NMFS.
